On the 5th March 1936 the prototype Supermarine Spitﬁre made its maiden ﬂight from Eastleigh Aerodrome near Southampton. One of the most famous aeroplanes ever to have been built in Great Britain, the prototype was instrumental in paving the way for a total production run of over 22,70O variants of Spitﬁre and Seaﬁre aircraft.
The Spitﬁre was arguably the best ﬁghter that took part in World War Two and was the only Allied ﬁghter that remained in full production for the duration of the hostilities. The sight and sound of a Spitﬁre overhead with its distinctive elliptical shaped wings was a reassuring sight when England was ﬁghting for its very survival. The original prototype Spitﬁre, K5054 was damaged in a landing accident that unfortunately killed the pilot at Farnborough Aerodrome on the 4th September 1939, the day after war had been declared with Germany. K5054 was not repaired after the accident, which with hindsight is regrettable as this famous aeroplane, at the very least, deserved the right to be displayed for perpetuity in an appropriate museum.
Fifty ﬁve years from the date that the original prototype Spitﬁre made its ﬁrst ﬂight, a second prototype Spitfire took to the skies and successfully completed its maiden flight on the 7th June 1991. This aeroplane is a faithful reproduction in appearance to its famous counterpart, and the story within these pages is the fascinating account of one man’s determination to build and fly his very own Spitfire, with all the associated problems that only a project of this magnitude can be beset with.

Normal Accidents: Living with High-Risk Technologies Specifications

Hang a curtain too close to a fireplace and you run the risk of setting your house ablaze. Drive a car on a pitch-black night without headlights, and you dramatically increase the odds of smacking into a tree.
These are matters of common sense, applied to simple questions of cause and effect. But what happens, asks systems-behavior expert Charles Perrow, when common sense runs up against the complex systems, electrical and mechanical, with which we have surrounded ourselves? Plenty of mayhem can ensue, he replies. The Chernobyl nuclear accident, to name one recent disaster, was partially brought about by the failure of a safety system that was being brought on line, a failure that touched off an unforeseeable and irreversible chain of disruptions; the less severe but still frightening accident at Three Mile Island, similarly, came about as the result of small errors that, taken by themselves, were insignificant, but that snowballed to near-catastrophic result.
Only through such failures, Perrow suggests, can designers improve the safety of complex systems. But, he adds, those improvements may introduce new opportunities for disaster. Looking at an array of real and potential technological mishaps--including the Bhopal chemical-plant accident of 1984, the Challenger explosion of 1986, and the possible disruptions of Y2K and genetic engineering--Perrow concludes that as our technologies become more complex, the odds of tragic results increase. Also, these systems can detect the presence of precipitation, but they do not indicate storm intensity or isolated areas of turbulence and potential regions that could cause icing. It is the responsibility of the pilot to assess these conditions, before hand when possible.
Even in the cases when pilots were communicating with ATC facilities in the midst of severe weather, many missteps in communication were taken in asking for and relaying information about the thunderstorm they were encountering. The National Transportation Safety Board makes several suggestions on how to avoid threatening weather situations. One of the most noteworthy suggestions is to know the scale that is used by controllers to describe weather intensity. Also note that controllers are responsible to indicate to the pilot if they do not have intensity information to provide.

About 148,000 are employed in services in the Greater Area which we had to double check as that seemed high, but it is correct and Dayton has made a good transition and better than most cities its size over the past decade. Service sector could grow some more there as things return to a normal economy. One of the unfortunate situations has been truck manufacturing and in town were International Truck Manufacturing which has seen steady declines and lay offs. Also DuraMax laid off there. This effects Delphi too. Now realize OH is hostile to the trucking industry yet trucks, truck engines and truck parts are built there. A recent study showed that when cars and trucks have accidents 74% of the time it is the cars fault, 11% of the time the truck might have prevented it but it was the cars fault and 15% the truck made a bad judgment call, yet the OH highway Patrol pulls over 80% commercial and 20% personal cars? I guess it is about revenue not safety. And you know who makes the stats? The DOT and the same group, which is trying raise fines on truck tickets because they are larger fines. OH deserves the job losses for their actions, but really who does this hurt? Regular hard working good Americans. Truck sales are up this month for the first time about 1500 more trucks then last month, that is a good sign even if some of the reason is upgrades to comply with EPA harassment. Other lay offs include McCauley Propeller Factory, BWXT, Wright AFB, about 5000 in all. But high paying that is the kicker.
Dayton also has some newer cleaner type industries such as Victoria Secret Catalog Processing center and the famous Lexis-Nexis for attorneys is located in Dayton and it has grown, boy has it grown. lawyers are a growth industry, which has its own pros and cons.

It seems we are moving away from being a nation for the people and by the people to a nation that is for the lawyers and by the lawyers, leaving the rest of us to fund their endeavors. Why, I ask? Today's example in this epic long series of articles focuses on General aviation and how FAA regulation, litigation, and aircraft insurance is dragging the general aviation insurance industry into the ditch. Let's start by reminding you that these are philosophical considerations in this article series spanning many-many sectors of the American way of life.
Thus, this is another philosophical thought on lawyers and Liability. Not long ago, I talked with an individual who was a pilot with 100-hours and was a member of a college flying club. He was also a member of another club on campus and wanted to use one of the airplanes to transport the group hundreds of miles away for an event. He was unable to do so, because the FBO sponsoring the flying club, was worried about insurance and such.
The liability costs are what are preventing all this; lawyers, Lawsuits, Insurance, and regulations that favor that side of the coin over the ability for free people to do the things that they want to do. Such as fly to a destination at a reasonable cost. This is the same thing that is happening in Health Care, and why tort reform is needed. It's why renting an aircraft costs so much, why fewer young people are getting into aviation, and why FBOs can barely make it.
It's why half the folks in Wichita are out of work, and why we can't get this VLJ industry off the ground. I am sure it will affect the privatization of space too. This is why I have a problem with lawyers, and perhaps they might one day be denied health care, denied health care insurance, denied the ability to fly, denied driver's licenses, because all they do is mess it up for everyone else, and if they wish to destroy all that, they should be the ones to pay the price, not the society. And, perhaps this is why the rental agreements, aviation insurance policies, FARs, and such are so many pages.
